Turning points in the development of the Institute 50-years´ tradition

1st July 1953 the Ministry of Building Industry etablished the Institute as a Testing and Control Building Institute with workplaces in Prague and Bratislava, then, 57 experts worked in the Institute and the value of the testing equipment amounted approximately to one million Czech Crowns.

1956 for the first time, the clients as well as professional public starts to get used to the Institute under the name The Technical and Testing Building Institute in Prague.

1968 on the basis of the Law No. 30/1968 of the Coll., on State Testing, The Technical and Testing Building Institute in Prague was appointed the title of The State Testing Laboratory No. 204, namely by the Standardization and Measurement Authority.

Gradually the branch establishments get specialized.
They are established in the whole territory of the Czech Republic.

Prague - the theory of management, qualimetry, quality management, statics, dynamics, applied mathematics and statistics.

Ceske Budejovice - cements, building thermal technology.

Plzen - ceramic and fireproof products and raw materials.

Teplice - building chemistry, silicate building parts and products, porous concrete, glass.

Předmerice nad Labem - products for building insulation.

Brno - building stone and aggregates, concrete and concrete mixture, brick burnt products.

Ostrava - fibre-cement products; reinforcing bars and metals for building industry; building parts and spacial elements.

The Institutional Technical and Developing Workshop of the current Technical Engineering Service, development and production of testing and plant instrumentation, in terms of the whole Czechoslovak Socialist Republic the service and metrological check of presses, tearing machines and durometers for concrete, service and check of hot and cold water flow meters, etc.

The above-mentioned specializations, with the exception of specializatons conforming to the trends of those days, are being developed, in the current branch establishments, in compliance with the world development and, first of all, with the requirements of the European standards.

All the activities were provided by approximately 400 professional workers disposing of, at the end of the 80s, a unique technological equipment having the value of 33 million crowns.

11th December 1990 on the basis of the decision of the Minister of Construction and Building Industry of the Czech Republic No. 421/1990 of the Coll., a new subject was established, namely the original allowance organization was transformed into The Technical and Testing Building Institute Prague, state enterprise.

At the beginning of the 90s the authorization of the Ministry of Justice of the Czech Republic to judicial expert authorization for the branch of building products and building mechanics, physics and chemistry, use and operation safety; the evaluation of technical documentation of constructions, building works and technologies.

The authorization to operating The Energetic Consulting and Information Centre with the specialization in energetics of buildings, physics concerning constructions and insulating technologies, measurement and regulation and supplies of heat and hot utility water.

1991 the accrediting to the certification of quality systems in compliance with the standard CSN EN 45 012.

1992 the accrediting to the certification of products in compliance with the standard CSN EN 45 011.

Up to the year 1993 gradual accrediting of testing laboratories in all the branch establishments in compliance with the standard CSN EN ISO/IEC 17 025.

1996 the accrediting concerning the branch of inspections in compliance with the standard CSN EN 45 004:95.

1997 The State Testing Laboratory No. 204 was transformed, namely on the basis of the new Law No. 22/1997 of the Coll., into the Authorized Person 204.

1998 the branch establishment of The Technical Engineering Service was accredited as the Calibrating Laboratory and State Metrological Centre K1 and K22 (The Authorized Metrological Centre K28). Accrediting of the Institute to the certification of the environmental management.

1999 The Institute was accredited as The Testing Laboratory of the Certification System GOST R for the testing of building products exported in the Russian Federation.

2001 the branch establishment of The Technical Engineering Service was assigned the notification No. 1020. The accrediting to the fire safety of constructions in a new Prague branch establishment. The merger of the Institute with another state enterprise, namely The Testing Institute of Light Industry in Ceske Budejovice.

2002 the subsequent authorization concerning the fire safety of constructions. The Institute, on the basis of the purchase of the majority block of shares, entered the joint stock, company PAVUS.

At present, the Institute is a coordination workplace for the activity of authorized persons being holders of the authorization in accordance with Decree of Government No. 163/2002 of the Coll., a member of the national Association of accredited and authorized organizations, a member of the association CQS(since the year 1998 it has been a member of IQNet) and it is gaining a good position even in terms of Europe.

The Technical and Testing Building Institute Prague, state enterprise, continued on its previous long-years´ cooperation with the certification bodies from Germany (LGA Nürnberg), Slovakia (TSUS Bratislava) and Hungary (EMI Budapest) and, along with them, established the base for the creation of the association called the European Cooperation for Information/International Certification Engineers - ECI ICE, which, on the basis of analyses of requirements in respect to the individual groups of products, ensures the issuance of national certificates on the grounds of the mutual acknowledgement of results of tests, supervisions and plans for collection of samples.

In the year 1997, the Institute was a co-founder of and became the representative of the Czech Republic in the World Federation of Technical Assessment Organizations - WFTAO.

Since the year 1999 The Technical Testing Building Institute Prague, state enterprise, has been, along with other 16 European countries, a due member of The European Union of Approval- UEAtc.

Till the moment of a full membership, preconditioned by that of the Czech Republic in The European Union, the Institute will take part in sessions only as a national representative, a member - observer, namely in those of The European Organization for Technical Approval - EOTA, a body etablished by the European Committee. The Institute succeeded in mainting its professional standard, did not lose its position in the branch and, in the year 2002, the services provided represented as much as 56% in respect to the total capacity of the Czech market in the field of enterprise in question.

The above-cited fact can be also documented by the economic results of the last years. The Institute succeeded in defending its position in the growing competitive environment, even under new legal and economic conditions. The sales of goods and services produced in house increased, between the year 1990 and the year 2002, more than 2.5 times, from approximately 61 million CZK to 157 million CZK, with an annual profit creation. Since the 1995 the sales have maintained permanently high levels.

On the basis of a more detailed analysis of the results of the year 2001 we can state that 49% of the total sales realized by the state enterprise are represented by the activity of the Institute as an authorized person, 17% by the activity of the order testing, 13% by the product certification, a determining share being the certification of the quality systems, and, as for the rest, the other activities.
